Summary and Background

The Center for Economic and Policy Research (CEPR) is currently accepting proposals to redesign the organization’s web site. The existing CEPR site was developed in 2014 using the Joomla content management system and has been plagued by custom development, design, and navigation issues. The site (CEPR.net) is large, containing over 10,000 pieces of content in multiple categories, and the site is updated daily.  CEPR has determined that a new platform is needed that is more user-friendly and allows for improved interaction among users, including improved ways of displaying our reports and graphs. CEPR’s web developer has started the process of migrating the site to WordPress, and CEPR is already working with a design firm. We are looking for a developer to translate the designers’ work into a site.

The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidates, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who best represents the direction in which CEPR wishes to go.

CEPR was established in 1999 to promote democratic debate on the most important economic and social issues that affect people's lives. In order for citizens to effectively exercise their voices in a democracy, they should be informed about the problems and choices that they face. CEPR is committed to presenting issues in an accurate and understandable manner, so that the public is better prepared to choose among the various policy options.

Proposal Guidelines

This Request for Proposal represents the requirements for an open and competitive process. Proposals will be accepted until July 20, 2018. All proposals must be signed by an official agent or representative of the company submitting the proposal.

If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.

All costs must be itemized to include an explanation of all fees and costs.

Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review and will include scope, budget, schedule, and other necessary items pertaining to the project.

Project Purpose and Description

The purpose of this project is as follows:

  • To take design mockups and translate them into a WordPress template.

  • To update site navigation/search functions in a way that allows users to find and share CEPR content easily.

  • To utilize the WordPress content management system and plugins in a way that is easily manageable, secure, and not reliant on pay-for-update, third-party code.

  • To utilize HTTPS so users’ backend interactions remain secure on all networks.

The description of the project is as follows:

CEPR is seeking a developer to utilize the latest content management technology and security protocols to create a web site that is secure, user friendly, and can be managed and updated by people with various levels of web experience. The site should incorporate the latest SEO practices and an advanced search function that allows users to find content by author, tags, type of content (i.e. reports, op-eds, press releases), or the usual keywords.

The site must also be completely secure against intrusion and utilize HTTPS in order to protect user data on the backend.

Project Scope

The criteria set forth below should be met to achieve successful completion of the project:

  1. Develop a WP theme based off the designer’s mockups with a mobile-first approach and integrate all necessary plugins, including a lightweight comment system, an events calendar and pop-ups for donation appeals and newsletter sign-ups.
  2. Build a secure, user-friendly environment that is easy to navigate and allows for sharing and previewing on social media.
  3. Integrate an advanced search plugin that allows users to browse by keywords, author, type of content, and issue tags and authors should have pages for displaying relevant content.
  4. Develop a site that can be changed/modified easily by CEPR with minimal effort.
  5. Consult with CEPR on how to integrate interactive graphs and tables, as well as create HTML reports that can easily be converted to PDFs.
  6. Assure site is compatible with all current web browsing technology and easily upgradeable.
  7. Work closely with CEPR’s web developer on coordination of project tasks and resources.
  8. Plan and perform a complete testing process on web site and database in order to ensure functionality.

Project Timeline

Evaluation of proposals will be conducted from July 23, 2018 until July 27, 2018. If additional information or discussions are needed with any bidders during this two week window, the bidder(s) will be notified.

The selection decision for the winning bidder will be made no later than July 27, 2018.

Upon notification, the contract negotiation with the winning bidder will begin immediately. 

Contract negotiations will be completed by August 3, 2018.

Notifications to bidders who were not selected will be completed by August 3, 2018.

Project planning phase must be completed by August 24, 2018. Project planning phase will determine the timeline/schedule for the remaining phases of the project.

Budget

All proposals must include proposed costs to complete the tasks described in the project scope. Pricing should be listed for each of the following items in accordance with the format below:

Bidder Qualifications

Bidders should provide the following items as part of their proposal for consideration:

  • Description of experience in planning and building corporate/non-profit web sites in WordPress

  • Examples of 3 or more sites designed and implemented by your organization

  • Testimonials from past clients on web site building and hosting work

  • Anticipated resources you will assign to this project (total number, role, title, experience)

  • A full testing plan

  • Timeframe for completion of the project

  • Project management methodology

Proposal Evaluation Criteria

CEPR will evaluate all proposals based on the following criteria. To ensure consideration for this Request for Proposal, your proposal should be complete and include all of the following criteria:

  • Overall proposal suitability: proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organized manner

  • Organizational Experience: Bidders will be evaluated on their experience as it pertains to the scope of this project

  • Previous work: Bidders will be evaluated on examples of their work pertaining to web site design and hosting as well as client testimonials and references

  • Value and cost: Bidders will be evaluated on the cost of their solution(s) based on the work to be performed in accordance with the scope of this project

  • Technical expertise and experience: Bidders must provide descriptions and documentation of staff technical expertise and experience
