Insuring the Uninsured: The Gains From Reducing Waste

Over 70 million people in the U.S. go without health insurance at some point in the year. In 2003, 45 million people went the entire year without health insurance. This paper examines the extent to which eliminating waste within the system could pay for covering the uninsured.
