A Quarter of Asian American Renters Spend Over Half of Their Income on Rent

Washington, DC — Asian American renters, like many renters found in all other racial groups, are facing difficulties affording high rents. A new analysis from CEPR’s Algernon Austin shows that 25.3 percent of Asian American renters are spending more than half of their income on housing.

Asian Americans have a higher poverty rate than the white population. The data show there is a significant amount of income inequality in the Asian American population, and the high median income for the group is masking the economic condition of impoverished Asian Americans.

“Affordable rental housing policy continues to fail low-income renters as it has been doing since at least the 1960s,” said Austin. His recent report details the failings of rental housing policy.

Student Demands to Divest Shines Light on Underperforming University Endowment Portfolios

Washington, DC — University endowment portfolios are under scrutiny as students question their investments. A new analysis by CEPR’s Alex Richwine and Dean Baker shows that unresponsive endowment fund managers may be hiding more than certain business investments. The analysis shows how Ivy League endowment portfolios underperform and needlessly pay hefty manager fees to engage in risky investments.

“While university administrations have been dismissive of student divestment demands, the data show that many Ivy League university endowment portfolios fail to outperform the kind of simple portfolio mix your cousin might suggest,” said co-author Richwine.

The analysis finds that often the university’s alliance with hedge fund managers is stronger than accountability to university constituencies. Specifically, the Ivies and other university funds are under the influence of the so-called “Yale model” of endowment management that has devolved into simply increasing the proportion of hedge funds and private equity. The result is a “bloated, fee-driven investment management” strategy.

To Honor National Waitstaff Day Eliminate Two-Tiered Wages

Washington, DC — The enactment of the 1938 federal minimum wage excluded waitstaff. It took until 1966 for waitstaff to get covered, and then only by a subminimum wage. CEPR’s Sylvia Allegretto explains in this new commentary that the tip you leave for the waitperson serving you first pays the employer to make up the difference between the subminimum wage and the minimum wage.

“The public is often unaware that customers foot the majority of the wage bill for many employers,” explains Allegretto. “Today, the portion of the federal minimum wage covered by tips is 71 percent.”

“Some members of Congress have recognized the need to repeal the Faircloth Amendment. Once that Amendment is gone, the federal government can move toward constructing affordable, quality social housing,” writes Austin.

What Another Trump Administration Could Mean for Student Loan Debt

Washington, DC — If a new Trump administration comes to power, they are likely to heed a proposal from the conservative guidebook, the Mandate for Leadership, that demands “there should be no loan forgiveness.” Such a policy would further indebt those students seeking economic security through higher education.

In a new analysis, CEPR’s Alex Richwine and Algernon Austin compare the track records of the Biden and Trump administrations to speculate about what policies indebted students could face if Trump comes to power.

Despite the Supreme Court striking down a proposal to cancel over $400 billion in federal student debt in 2021, the Biden administration has pursued other ways to administer the most student debt forgiveness of any presidential administration. Student debt relief brings significant benefits to groups facing social and economic disadvantages.

“The crisis of student debt is restraining many hardworking Americans from economic prosperity. Early indications and past experience tell us a second Trump administration would allow this crisis to worsen,” said Austin.
